Headquarters regulations

Law 11/2007

The electronic headquarters of the BNE  guarantees citizens' rights to complete formalities with the Public Administrations by electronic means, thus complying with Law 11/2007, of 22 June, the Citizens' Electronic Access to Public Services Act and Royal Decree 1671/2009, of 6 November, which regulates partial implementation of that law.

Law 11/2007, of 22 June, the Citizens' Electronic Access to Public Services Act, created the “electronic headquarters” concept, justified by “the need to clearly define the electronic administrative headquarters through which relations are established, fostering a system of identification, authentication, minimum content, legal protection, accessibility, availability and responsibility”.

Royal Decree 1671/2009, of 6 November, which partially implements Law 11/2007, of 22 June, the Citizens' Electronic Access to Public Services Act, in addition to regulating this service in articles 3 to 9, specifically sets forth in article 3.2 that “electronic headquarters will be created by Order from the corresponding Minister or Resolution by the head of the public body, which shall be published in the Official State Gazette”, establishing the minimum content of this approving regulation. It offers citizens full guarantees and security which were hitherto only partially attained the online offices used for channelling electronic communications with the public.

Creation of the headquarters

The Resolution of 14 April 2010, of the Biblioteca Nacional de España, whereby the Electronic Headquarters of the Biblioteca Nacional de España is created, aims to assure compliance with the provisions of article 3 of Royal Decree 1671/2009, of 6 November, which partially implements Law 11/2007, of  22 June, the Citizens' Electronic Access to Public Services Act.
